Among other important changes, the Patient Protection and Affordable Care Act (PPACA) expands access to the Section 340B Drug Pricing Program (340B Program) to certain critical access hospitals, freestanding cancer hospitals, rural referral centers, sole community hospitals and children's hospitals.
Entities that participate in the 340B Program must familiarize themselves with
applicable requirements and prohibitions. The Nebraska Hospital Association (NHA),
Nebraska Rural Health Association and Prairie Health Ventures are co-sponsoring
a webinar to provide an overview of some the most important aspects of the 340B
Program and how the newly eligible entities can participate. The webinar will be
held on Wednesday, October 6, 2010, at 3 - 4 p.m. CDT.

WASHINGTON—The Centers for Medicare & Medicaid Services (CMS) Monday issued a
proposed rule intended to strengthen Medicare and Medicaid fraud oversight by, among other provisions, bolstering provider and supplier screening procedures, suspending payments and requiring state Medicaid programs to stop using providers that have been excluded from Medicare or another state's Medicaid or Children's Health Insurance Program. The proposed rule carries out provisions of the Patient Protection and Affordable Care Act. Simultaneously, CMS is preparing to issue a proposed rule regarding hospital compliance programs, as required by the
Act.
The agency is seeking input from hospitals and others about what should be required in compliance plans, as well as information about their current anti-fraud compliance programs, including how they have incorporated U.S. Sentencing Guidelines, their programs' costs, benefits and effectiveness of such programs, and the systems necessary to implement them. Comments are due to CMS by November 16. CMS plans to issue the proposed rule on compliance program requirements at a future date.

OMAHA—The University of Nebraska Medical Center (UNMC) College of Nursing has launched an innovative model that will better prepare students once they graduate, help reduce the nursing shortage, and benefit hospital staff nurses and nurse faculty.
The dedicated education unit, which is the first of its kind in Nebraska, is used in some areas on the east and west coasts. The project is funded by a $833,000 grant from the U.S. Department of Health and Human Services’ Health Resources and Services Administration.

OMAHA—For nearly 100 years, the safety and well-being of children has been Boys
Town's primary concern. Founder Father Edward Flanagan has spent nearly 30 years championing the closing of institutions that mistreated children, and his efforts revolutionized the American child care system.
Recently, two Boys Town programs received a routine Medicaid program survey by
the Nebraska Division of Public Health. The survey was not in response to any
allegations of abuse or mistreatment, or to any complaints by parents or
children. Such surveys are routine in a highly regulated industry.

WASHINGTON—Time may heal all wounds, but it isn’t making health care reform any
more popular. Six months after President Barack Obama signed the Democrats’ bill
into law, more Americans still oppose it than support it — and a relatively
smooth implementation process has done virtually nothing to change the negative
feelings that arose during the long legislative debate.

WASHINGTON—Senator Ben Nelson sought Wednesday to highlight a few ways
Nebraska stands to benefit from the new federal health care law. "A new health
insurance exchange could empower many Nebraskans with the ability to more easily
compare policies, choose one fitting their needs and help some others buy
coverage," the Nebraska Democrat said during his regular conference call with
reporters.
