Nebraska gets $43.6 million for unemployment benefits

LINCOLN—The U.S. Department of Labor certified for release $43,625,769 in unemployment insurance modernization incentive funds to the state of Nebraska. Nebraska qualified for its full share of the funds available under the federal American Recovery and Reinvestment Act by adding new provisions to its unemployment insurance law that assist recent entrants to the workforce, part-time workers and people who are upgrading their skills.

"These funds will be placed into the unemployment insurance trust fund and held in reserve for the payment of benefits," said Nebraska Labor Commissioner Catherine Lang. "We have no other plans for the funds." Read more.

Obama appoints Berwick CMS administrator

WASHINGTON—Using his authority to make interim appointments while Congress is in recess, President Obama today appointed Donald Berwick, M.D., as administrator of the Centers for Medicare & Medicaid Services (CMS). Berwick is president and CEO of the Institute for Healthcare Improvement.

"Given the importance of health reform to millions of Americans, tapping a respected leader for CMS is of the utmost importance," said AHA President and CEO Rich Umbdenstock. "President Obama has found such a leader in Don Berwick. Don has dedicated his career to engaging hospitals, doctors, nurses and other health care providers to improve patient care. A physician and innovator in health care quality, his knowledge of the health care system makes him the right choice. We look forward to working with Don in the months ahead to improve health care in America."

Berwick served as an independent member of the AHA Board of Trustees from 1996 to 1999.

WCCH is among Pepsi Refresh Grant applications; votes are needed

RED CLOUD—Webster County Community Hospital (WCCH) has been accepted into the Pepsi Refresh Grant Program. In order for the hospital to receive a $50,000 grant, they must be one of the top 10 to receive votes during the month of July. States resist HHS premium control

WASHINGTON—Some state insurance commissioners are pushing back against a renewed effort on the Hill to centralize the authority of health insurance premium rate reviews under the secretary of Health and Human Services. The Health Insurance Rate Authority Act, introduced by Senator Dianne Feinstein (D-CA) on March 4, would grant the HHS secretary the power to approve, deny or modify premium rate increases in states—23 at the moment—where insurance commissioners do not already have that regulatory authority. Feinstein has crusaded for this cause since the omission of an amendment in the recently signed health care law. Read more.

State files brief defending new abortion law

OMAHA—The state of Nebraska is defending its new law requiring mental health screenings for women seeking abortions. The state filed its response Friday to Planned Parenthood of the Heartland's request for an order blocking the law from taking effect July 15. Both sides will argue their cases at a hearing Tuesday. Planned Parenthood filed a lawsuit last month challenging the new law, saying it could be difficult to comply with and could give women irrelevant information. Attorney General Jon n Bruning says he's confident the new law will withstand judicial scrutiny. Bruning also says Planned Parenthood shouldn't be allowed to sue, because doctors are the only people who could face civil penalties under the law.
