LINCOLN—The biomedical equipment technicians (BMETs) and diagnostic imaging specialists of Bio-Electronics are joining medical technology professionals from across the country in observing National Biomedical/Clinical Engineering Appreciation Week, May 23–29, 2010. This annual celebration is sponsored by the Technology Management Council (TMC) of the Association for the Advancement of Medical Instrumentation (AAMI).

The Centers for Medicare and Medicaid Services (CMS)
published the
Medicare inpatient prospective payment system (IPPS) proposed rule for fiscal
year 2011 in the May 4 Federal Register. The NHA has created a
summary
of the IPPS proposed rule for members to review. The proposed rule includes a
few provisions that impact Critical Access Hospitals, beginning on page 30. Due
to a timing factor related to the enactment of the federal health care reform
laws, the initial proposed rule did not include any regulatory language
regarding implementation of health care reform provisions affecting the FY 2011
IPPS payment rates.
Last Friday, CMS released a supplement to the proposed rule that will implement
these provisions. The NHA is finalizing a hospital specific impact analysis of
the initial proposed rule and the supplemental rule that will be distributed
shortly. The NHA will also be conducting a Noon Briefing on Wednesday, June 16
to review both of these rules. More information on this webinar will be made

WAHOO—Earl Sheehy has accepted the CEO position at Dr. John Warner Hospital in
Clinton, Illinois.
While serving as CEO at Saunders Medical Center
in Wahoo, Sheehy increased the hospital’s fund balance by 78 percent, increased the number of visiting specialist by 80
percent and coordinated the development and construction of a new healthplex.
Sheehy served on the NHA Board of Directors and Policy Development Committee for
many years. Sheehy will begin his duties in Illinois on June 14. The NHA wishes him well as he moves on to new endeavors.

Health Center (BCHHC) recently earned the
Gold Seal of Approval from the Joint
Commission, a national accrediting
organization for hospitals.
The Gold Seal is given to hospitals
demonstrating compliance with federal
regulatory standards for health
care quality and safety.
BCHHC is one of only four critical access hospitals in Nebraska to become
accredited by the Joint Commission, joining Box Butte General Hospital in
Alliance, Community Hospital in McCook and Phelps Memorial Health Center in

OMAHA—Dicon Corporation has been named one of Greater Omaha’s 2010 Safest
Companies by the National Safety Council, Greater Omaha Chapter for the second
consecutive year. Recognition of their Bronze took place at ‘Awards and
Sustenance’ at the Safety and Health Summit, May 20 at the Qwest Center in Omaha.

WASHINGTON—Representative Lee Terry today sent a
letter to the Energy and Commerce Committee
requesting a hearing on the implications of the Centers for Medicare and
Medicaid Services' proposed rule on the electronic health record (EHR) incentive
program defining "meaningful use" and outlining other requirements needed to
qualify for incentive payments.

RICHMOND—The Obama administration has asked a federal judge to dismiss Virginia's challenge of the health care overhaul law, arguing that the state has no standing to sue over the law and that Congress's power to regulate interstate trade makes the measure constitutional. Virginia Attorney General Ken Cuccinelli II filed suit against the act moments after President Obama signed it into law in March. His suit is separate from a broader effort filed in Florida that includes 20 states. Cuccinelli argued that Virginia was uniquely positioned to challenge the measure because of a law, adopted by the General Assembly this year, stating that individuals could not be forced to buy health insurance in Virginia, the
Washington Post reports.

WASHINGTON—At least two influential unions will spend close to $100 million on the 2010 election, with most of those funds going to protect incumbents.
Union officials told The Hill they plan to help endangered members—particularly freshmen—who made politically difficult votes in a year during which an anti-incumbent mood has filled the country.

mere mention provokes a torrent of scorn and vitriol rarely seen among the

“It’s one of the worst pieces of legislation I’ve ever seen,” said Stuart
Altman, a former adviser to Congress on Medicare who now teaches health policy
