Mid-Year Meeting on June 3-4, 2010 at the Holiday Inn Conference Center in

LINCOLN—At least one state senator believes a special budget-cutting session looks more likely, with Nebraska tax revenues falling $56 million behind projections for the year to date.
But other state officials saw a few glimmers of hope in a report released Monday on April tax revenues.
Governor Dave Heineman said the report from the state Revenue Department sent a mixed message about the state’s economy.

WASHINGTON—Responding to concerns about imposing a "severe burden" on hospitals, the Centers for Medicare & Medicaid Services
(CMS) recently notified hospitals that it has reversed course and no longer is requiring them to submit to the Buccaneer Data Systems Clinical Data Abstraction Center data that they previously reported to the Centers for Disease Control and Prevention on Methicillian-resistant Staphylococcus aureus. MRSA is a bacterium responsible for several difficult-to-treat infections in patients. CMS' Office of Clinical Standards and Quality withdrew its April 29 requirement for the data, which it said was intended to help estimate the accuracy of MRSA data reported to CDC and to assess the "accuracy of medical record-abstracted information at a hospital level, relative to national rates collected in other initiatives."
In its May 7 letter, the agency said it is dropping the requirement to send the data, after listening to hospitals and "national and state association feedback about the severe burden to hospitals." CMS said hospitals that submit the data voluntarily will be reimbursed for their costs. "We sincerely apologize for any inconvenience that results from this request, and kindly request that your hospital continue to work collaboratively with your [Quality Improvement Organization] partner in improving MRSA rates and overall patient safety," CMS said.
"We appreciate CMS' responsiveness to the concerns raised," said Nancy Foster, AHA vice president for quality and patient safety. "We are glad that CMS' decision will allow those participating in this project to stay focused on that very important goal."

SCOTTSBLUFF—In recognition of May as National Trauma Awareness Month,
Regional West Medical Center (RWMC) in Scottsbluff hosted a press conference
yesterday to
help in the education on Nebraska’s new “Distracted Driving Bill” or
LB 945.
State Senator John Harms and Boni Carrell, BSN, Injury Prevention Coordinator
for Regional West Trauma Services, held a joint press conference to discuss the
new bill. Effective July 1, 2010, the new law prohibits drivers from using a
handheld wireless communication device to read, manually type, or send a written
communication while operating a motor vehicle which is in motion.

SEWARD—Roger Reamer, chief executive
officer of Memorial Health Care
Systems, has been selected to
serve as a member of the board
of trustees for the American
Hospital Association (AHA).
Reamer will officially be added
to the board of trustees in June
of 2011 and begin his term on
the board and as chairman of the
Regional Policy Board (RPB)
on January 1, 2011. The AHA
board meets three times a year,
most often in Chicago and once
at the annual AHA convention in
Washington D.C.

LEXINGTON—KRVN reports that Valentine State Senator Deb Fischer "recently talked about the 101st Legislative Session." According to Senator Fischer, the revenue shortfall was the key issue of the 2010 regular session. "With a deficit budget cut of an additional 2
percent and an anticipated $679 million shortfall for the next biennium budget,
we were all mindful of bills with fiscal notes." In the interview, Senator Fischer noted that the Legislature passed a measure late in the session that allows "standing committees to work with state agencies to identify ways to cut agency spending."

WASHINGTON—The White House has issued rules allowing young adults to remain covered by their parents' health insurance policies up to age 26. Under the rules, an employer-sponsored health plan or a company selling individual insurance policies must offer coverage to subscribers' children up to the age of 26, regardless of whether a child lives with his or her parents, attends college, is a dependent for income-tax purposes, or receives financial support from the parents. Coverage is to be available to married and unmarried children alike.

WASHINGTON—A new bill would require the Department of Defense and the Department of Veterans Affairs to create an Internet-based portal for veterans to access their records and benefits.
The Improving Veterans' Electronic Transition Services Act (iVETS Act) was introduced by Congresswoman Niki Tsongas (MA) to improve the process veterans and their families have to go through in order to transfer their military records and benefit information from military to civilian life.
