WASHINGTON—In a letter to health care professionals, the U.S. Food and Drug Administration today advised health care providers that they may continue to use Colleague Volumetric Infusion Pumps manufactured by the Baxter Healthcare Corp. while it works with the company to develop an "orderly transition plan." The FDA Friday ordered Baxter to recall and destroy all of its Colleague Volumetric Infusion Pumps, citing the company's "longstanding failure" to correct many serious problems with the pumps. As many as 200,000 of the pumps may be in use in the U.S. In a letter to the company, the agency also ordered Baxter to provide refunds to customers or replace pumps at no cost. Infusion pumps are widely used in hospitals, other clinical settings and, increasingly, in homes because they allow a greater level of accuracy in fluid delivery. BALTIMORE—Centers for Medicare & Medicaid Services (CMS) recently issued a
ruling on three Medicare Disproportionate Share Hospital issues. First, CMS revised the data matching process used to determine a hospital's Supplemental Security Income fraction. The agency will apply the new process to all properly pending appeals on the issue, as well as each "open" hospital cost report where there has not been an initial notice of program reimbursement issued. CMS also revised its policy on the exclusion of non-covered and exhausted-benefit inpatient days for patients entitled to Medicare part A, effective October 1, 2004, as well as its policy on the counting of labor/delivery room inpatient days, effective October 1, 2009. The agency will now resolve, using these revised policies, each properly pending appeal for cost reports with patient discharges before the effective dates. It will also ensure that the revised policies are applied for each "open" hospital cost report where there has not been an initial NPR issued.

LINCOLN—The Nebraska Hospital Association yesterday sent a
letter to each member
of Nebraska's congressional delegation, asking for co-sponsorship of S1585/HR
3151, the Rural Access to Nurse Anesthesia Services Act.
Nurse anesthesia services are crucial to rural health care with Certified
Registered Nurse Anesthetists (CRNAs) being the sole anesthesia providers in the
vast majority of Nebraska's 65 Critical Access Hospitals (CAHs).

WASHINGTON— The White House has announced that it would help pay medical bills for early retirees who have health insurance provided by their former employers. The purpose of the temporary $5 billion program, authorized by the new health care law, is to reverse the erosion of employer-sponsored insurance, the
New York Times reports. Under the program, the federal government can reimburse employers for 80
percent of the cost of claims from $15,000 to $90,000 a year for a retired worker who is 55 or older and not eligible for Medicare.

SCOTTSBLUFF—The Rural Nebraska Healthcare Network (RNHN), a consortium of nine rural hospitals and related clinics in western Nebraska, announced a pending transaction with Zayo Group LLC and Adesta LLC that will facilitate the deployment of a new $20
million fiber optic medical network.
Utilizing federal funding under the Rural Health Care Pilot Program of the Federal Communications Commission, in conjunction with funding provided by Zayo Group, the RNHN will connect 9 primary care hospitals and dozens of affiliated clinics creating one of the most advanced and robust medical technology networks in Nebraska. “This fiber network will facilitate the deployment of advanced medical technologies, and vastly improve patient care and physician communication,” said Lisa Bewley, Chief Information Officer for Regional West Medical Center
(RWMC).
