LINCOLN—The Nebraska Hospital Association's annual Advocacy Day event is scheduled for Tuesday, March 9, at the Cornhusker Marriott Hotel in Lincoln.
This half-day workshop will provide health care advocates with important information about state legislative issues.

LINCOLN—Nebraska's fiscal fitness would qualify the state for a bronze medal, according to a new ranking by
Forbes Magazine.
The magazine listed the state as third healthiest among the 50 states—with the smallest amount of state government debt per person and the smallest amount of unfunded pension obligations per person.

LINCOLN—Senators advanced a measure from general file March 3 seeking to amend the state constitution to allow municipalities more options for funding development projects.
LR297CA, sponsored by Wilber Senator Russ Karpisek, would place on the November 2010 general election ballot a proposed amendment to the state constitution that would change the powers of municipalities relating to funding sources for economic or industrial development.

WASHINGTON—Senator Ben Nelson (D-NE), who withheld his support for the Senate-passed health care reform bill until practically the last minute, strongly hinted that he is prepared to back the final push to finish the job this spring.
"Doing nothing on health care reform might seem like a reasonable option to some, but in my opinion it’s not. Our nation’s health care crisis will only get worse the longer we delay," Nelson said at a conference hosted by the Federation of American Hospitals.

WASHINGTON—As Democrats prepared an effort to move health care legislation to final passage, President Obama proposed incorporating a handful of GOP ideas into health reform efforts. Obama's gesture to include GOP-backed provisions on cutting health costs and preventing fraud appeared to strengthen the resolve of congressional Democrats, the
Washington Post reports. Obama also expressed interest in a move by GOP lawmakers to increase payments to doctors who treat Medicaid patients, provided Congress address the issue "in a fiscally responsible manner."

WASHINGTON—Senate Finance Committee Chairman Max Baucus (D-MT) yesterday offered a substitute amendment to the American Workers, State, and Business Relief Act of 2010 (H.R. 4213), the Senate's latest jobs bill. It contains several provisions that are critical to hospitals, including a six-month extension through June 30, 2011 of the Medicaid federal medical assistance percentage for states included in the American Recovery and Reinvestment Act
(ARRA) of 2009; an extension of the COBRA benefit subsidy; and a delay until September 30 of the 21
percent Medicare payment cut for physicians that took effect yesterday.
The amendment also contains extensions through 2010 of several rural health programs, and would ensure that hospital-based physicians, who practice in hospital-owned outpatient centers and clinics, qualify for federal health IT incentives under the ARRA. A vote is expected later this week.

WASHINGTON—On March 2, 2010, President Obama signed into law the “Temporary
Extension Act of 2010.” Among other things, this law extends through March 31,
2010, the zero percent update to the Medicare Physician Fee Schedule that was in
effect for claims with dates of service January 1, 2010 through February 28,
2010. Consequently, effective immediately, claims with dates of service March 1
and later which were being held by Medicare contractors will be released for
processing and payment.
