State Board Meeting
January 11, 2002

Attendance
Dennis Walchek, Gary Crawford, Mary Jo Linebaugh, Mary Powell, Lisa Walters, Jane McConkey, Leslie Marsh, Trish Lenz, Judy McGee, Mary Bunger.

Call to Order
The meeting was called to order at 10:05 a.m.
Introductions
Members introduced themselves to the group:
Mary Jo Linebaugh – is from Lincoln and is the Risk Manager Performance Improvement for
                                        St. Elizabeth Regional Medical Center.

Jane McConkey - is from Alliance, NE and is new to NONE. She is the VP of  Patient Services at                              Box Butte General Hospital. They will be surveyed by JCAHO in June. Jane
                           reported that District III meets every three (3) months.

Gary Crawford - is from Hasting and is the Director of Surgery at Mary Lanning Memorial Hospital.                              They will be surveyed by JCAHO in April. Gary is the Nursing Management Council
                           Chair President of District IV. District IV will be sponsoring the spring retreat.

Leslie Marsh - is from Lexington and is the Director of Nursing for Tri County Hospital (a 40-bed
                       facility). They will be surveyed by JCAHO in April. Leslie is new to State NONE.

Mary Powell - is from Omaha and is the Director of Nursing for 250 LTC beds and 24 Assisted
                       Living beds at Douglas County Health Center.

Judy McGee - is from Fairbury (District V) and is the Director of Nursing for Jefferson Community 
                       Health Center (a state critical access center). They will be opening Assisted Living in
                       the Spring.

Trish Lenz - is from Seward and is the Director of Nursing of Memorial Hospital (a state critical
                  access center).

Mary Bunger - is from Minden (District V). Mary is the Director of Nursing of at Kearney County Health Services which has acute care, LTC and Assisted Living.

Goals
Goals for 2002 included:
    to improve communication between the State and Districts and to improve involvement of the
    districts at the state level.
    to improve dissemination of information
    to strengthen networking opportunities

Minutes
The minutes from the October 24th meeting were approved as written.

Treasures Report
As of January 9, 2002 State has $14,204.78.

Committee Reports
LGNNO – Mary Jo Lienbaugh was the District I representative for 4 years. Sid Babcock  is the current District I Representative. The last meeting was held in Omaha on October 13, 2001. The next meeting is scheduled for January 26, 2002 at Bryan. Topics for the January meeting include:
  Day at the Legislature later  (scheduled for 03/05/02) usually  District Rep and Presidents attend.
  Bill tracker report (Chuck Stepanek)
  Organizational Report Discussion of due structure for student nurses
  Mental Health legislation (Linda Jensen and Pat Connel)
18 organization currently belong to LGNNO.

Nursing Leadership Group
This group was formed about 5 years ago. Initial membership included the NHA, the State Board of Nurses and the LPN Association. The membership now also includes NONE and The Deans & Directors. The group wants two (2) representatives from each organization. The group does not have officers but does keep minutes. 
The overall goal for the group is to look at issues that nurses could have in common (e.g., work force shortage, and customer service) and to find ways to bring nurses together. 
There are seven (7) main areas of focus: 
    Develop consensus for nursing issues in Nebraska among nurses (promote understanding of various
     nursing groups in Nebraska). It was reported that NHA is the only nursing organization in
     Nebraska with paid staff. 

     Develop processes for communication among nurses in Nebraska  

     Develop political awareness among nurses in Nebraska

     Define core role competencies for nursing (e.g., what do you expect of a new grad, of someone who moves to a new role/position?): want to identify role expectations based on the job, the individual’s experience and the work setting. The Deans and Directors want to know what we expect of new grads and if they are training them correctly. 

  Identify consumer needs related to nursing

  Maintain adequate finances to sustain the group.

  Differentiate between medical practice, nursing practice and health care

It is felt that about 95% of nurses in Nebraska do not belong to a nursing organization.

It was reported that some smaller hospitals cross train nurses to work in other areas so they can function independently. Nurse’s pay is then differentiated based on the number of areas the nurses are trained to work in.

The group is looking at planning a summit conference on April 9, 2002. The goal is to attract nurses from across the state to attend the conference. The presenter will be Mark Donby.

Center for Nursing Report – no new information 

Workforce Coalition Group (now called the Workforce Shortage Group) – provided a tool kit to each member organization in January. The tool kit covers strategies for dealing with workforce shortages. The tool kit will also be available on the website.   Joni Cover from NHA (previously NAHHS) is a member of this group.

Professional Development – this committee focuses on providing professional development activities for Nurse Executives and is responsible for planning the retreat and the October workshop in conjunction with NHA Convention. The President-Elect chairs this committee. The NHA Convention is scheduled for October 16, 17 & 18, 2002.

Bylaws – Mary Jo Linebaugh and Mary Powell will review the current bylaws and bring any needed changes to NONE State board members.

Communication & Recognition – This committee did the Award of Excellent for 2001. The committee will work on putting a packet together for new members. Committee members are Lisa Walters, Gary Crawford and Mary Powell (ad hoc member)

Financial Audit – A formal audit was completed in 2001. The next formal audit will be due in 2005. An informal audit with the Secretary/Treasurer and two (2) other members is due in April 2002.

Name Change

Nebraska Association of Hospital & Health Systems (NAHHS) has changed its name back to the Nebraska Hospital Association (NHA) effective January 2002. Laura Redoutey is still the contact person.

NONE Website

It was suggested that a "tickler" be established to notify members when new information is posted on the website.

There was a discussion about who will be responsible for updating the website. Judy will check with Sharon Witt to see if she still wants to do this task or if we should ask Angie Barry from NHA to assume this responsibility.

NHA

Joni Cover, Director of Policy for NHA is willing to attend the State NONE meetings to help improve collaboration between NONE and NHA. A goal is to have a member of NONE as an ex-officer member on the board of NHA.

A motion was made and carried to have Joni Cover serve as an ex-officer member of State NONE.

Value of NONE

The group discussed the value of NONE to the members. Networking opportunities was identified as being most valuable to the members. The group also discussed ways to improve communication and membership. Some suggestions included: 
        changing the location of the Board meetings (e.g., hold Board meetings in various districts and 
        invite the membership).
       develop a preceptor program where information on NONE and packets would be sent to new
        members.
       developing a slogan/logo
       have a table at the summit meeting on April 9th in Kearney to promote NONE.
       update NONE’s brochure.

A motion was made and carried to have a table at the summit meeting. Jane McConkey volunteered to sit at the table. State NONE will pay the $100 table fee. Members are to bring negatives of pictures taken of the Nursing Leadership Award presentations. Jane will then have pictures blown up to put on a display board 

October 2001 Workshop

Liz Jazwiec was to do a presentation on customer service. She cancelled at the last minutes resulting in the workshop being cancelled. The only expense NONE had as a result of the cancellation was $80.00 to NHA for CEU’s. NNA assumed a lot of the expenses (e.g., cookies, room rental). A decision was made to send a Thank You to the Cornhusker for accommodating the cancellation of the conference. Libby Raetz (District I) sent a food tray to NHA to thank them for their help.

October 2002 Workshop

Topics for the October workshop held in conjunction with the NHA convention were discussed and included:
     Leadership
     Delegation
     Change Environment
     Patient Safety
     Customer Services

Retreat
The summer retreat will be sponsored by District VI.

Promoting Nursing
The group discussed ways to help promote nursing. Suggestions included:

Trying to make nursing prestigious as a profession.
Trying to put the "Pride in Nursing" back in nursing (e.g., Nursing Pride in our Profession")
Identifying the top 10 reasons for being a nurse.
Looking at sponsoring a Nurse of the Year award.

The group discussed activities being done in their community to promote nursing. The activities included:

Teddy Bear Parade – have young children tour the facility
Head Start programs that go to LTC facility "Adopt a Grandparent"
School children making favors for dietary trays
Certifying 8th graders in CPR
Medical Explorer program through the Boys Scouts (e.g., pick an area/department and tour it).
High school students that shadow staff in the facility (e.g., carpenters, engineers, dietary, therapies, nursing).
Having high school students complete CNA training

The group is to ask at the Districts level how other facilities are partnering with education or what their community does to promote nursing.

Patient Safety
A work group is focusing on the work culture and how to change the culture to be one that rewards people for reporting problems.

Next Meeting
The next meeting will be March 8th at Chances R Restaurant in York, NE.

The Retreat will be in Hastings and the Annual Workshop in Lincoln, NE.

Adjournment
The meeting was adjourned at 2:25 p.m.
